Backtagging: YES. Dear god, please yes. I can be very slow, I will backtag into forever.
Threadhopping: Default yes on network stuff, maybe ask first on logs? The answer will probably still be yes.
Fourthwalling: Sure! He'll probably laugh off the idea of being personally fictional, but I'm sure there are at least one or two generic wish fulfillment type games involving "Become the STRONGEST CHAMPION OF THEM ALL!1111" even in his world, which might even feature actual people in their appropriate roles as the NPCs.
Offensive subjects (elaborate): I don't think anything is completely off the table, but I'll edit this if anything occurs to me.

Hugging this character: Yes! You'll probably get a very enthusiastic hug back, he's all for cuddles.
Kissing this character: Yes~ He'd probably be pretty surprised, but depending on the situation, he might kiss back? Especially if it's cute forehead/cheek kisses.
Flirting with this character: Yes~ He'll happily flirt right back, though the actual seriousness vs. ridiculous melodrama of it is anyone's guess.
Fighting with this character: Ask first so we can plot? He's always ready for a Pokémon battle, but significantly less ready for fighting himself; he'd rather flee.
Injuring this character (include limits and severity): Ask first so we can plot? I'm probably down, but I prefer that stuff to be planned and structured ahead of time.
Killing this character: Ask first so we can plot? I'd be down if it'd be a really juicy plot, but I definitely prefer that stuff to be planned and structured ahead of time.
Using telepathy/mind reading abilities on this character: Will is psychic himself, so feel free--but be aware that he'll probably know you're in there, and might try to put up a fight. Let me know what you'd want to do, and we can figure out how to make it happen.

Warnings: Digging into his backstory will merit warnings for kidnapping, emotional/psychological abuse, and criminal activity? He's typically pretty chill and lighthearted, though.

Will is a psychic, with at least one Psychic type Pokémon with him as well. As such, it's entirely possible he could passively pick up thoughts or emotions from your character, or deliberately go digging for something deeper!

If you opt out, I'll assume he's very scrupulously trying to respect people's privacy and doing his best to not "eavesdrop", as it were--or that your character is just that good at shielding their own thoughts, if you'd prefer. SO. Although this is an opt-in, because of power crossover, Will wouldn't be able to get anything more than emotions off Emet-Selch. This is due to a power (variously called the Gift or the Echo) that boils down to the ability to control the boundaries of his own soul. Unless he's consciously choosing to lower that boundary, nothing "gets out' so to speak. This is probably something that Will would pick up on pretty quickly, because it's not exactly the normal sort of boundary/walls.

Any preference how strong emotions come in or how the boundary feels or whatever?

His emotions are probably fairly low-key! Because they... are, he rarely cares enough to experience them strongly anymore.(The big exception will be grief just regularly like. swinging a 2x4 around.) Boundary feels is whatever.
